Established Professional Rights of Graduate Diploma Electronic Engineers of HMU
The Department of Electronic Engineering of the Hellenic Mediterranean University is an excellent choice for undergraduate studies in the cutting-edge technologies of electronics, telecommunications, computers, automation and informatics, with a secure future and excellent professional prospects.
Our Department, according to Ministerial Decision 104090/Z1/27-6-2019 (Government Gazette 2657/vol.B/1-7-2019), has 5-year studies (lasting 10 academic semesters), like all Polytechnic Schools.
In accordance with the provisions of article 66 of Law 4610/2019 (Government Gazette 70/vol.A/7-5-2019), all the required procedures were carried out and the correspondence of our diploma with the degrees of the Departments that already hold the professional rights of the Electronic Engineer was completed, as described in Presidential Decree 99/2018 (Government Gazette 187/vol.A/5-11-2018) “Regulation of the engineering profession with the determination of professional rights for each specialty“. The 7-member Committee of article 66 established by the State studied the file of our Department and at its meeting of 05-06-2024 unanimously decided on the full correspondence of the HMU Electronic Engineer diploma with the diplomas of the corresponding Departments of the country’s Polytechnic Schools.
Thus, before the 5-year study program was completed by our first graduates (2019 – 2024), the State completed the required procedures so that our diploma engineers have all the professional rights of the Electronic Engineer, mentioned below.
However, the goal of the Department is to give all our students, who consciously and conscientiously participate in and attend our excellent study program, all the knowledge, skills and qualifications required by the labor market at a European and international level, independent of the narrow definition of professional rights by the Greek State.
Common engineering activities according to Presidential Decree 99/2018 (Government Gazette 187/vol.A/5-11-2018)
In article 2 “Common engineering activities” of Presidential Decree 99/2018 (Government Gazette 187/vol.A/5-11-2018) “Regulation of the engineering profession with the determination of professional rights for each specialty” it is stated:
“The diploma engineer carries out the following common engineering activities:
a. Supervision of the application/execution/implementation of the studies that they have the right to prepare.
b. Analysis and design of projects/products/systems.
c. Preparation of the project file.
d. Inspection, review, operation and maintenance of technical works/installations.
e. Construction/implementation of technical works/installations.
f. Management and administration of projects including technical ones.
g. Production management.
h. Coordination of the study/supervision/project team.
i. Preparation of operational organization and research studies.
j. Preparation of techno-economic studies/feasibility studies/viability studies/systems optimization.
k. Preparation and application of time-scheduling studies and scheduling.
l. Design of systems, management and applications of total quality control of materials, works and tasks.
m. Quality assurance in products, processes, systems and issuance of Quality and Operation Marks.
n. Design, installation, certification, management and inspection of quality systems.
o. Development and design of environmental, energy, safety-health management systems.
p. Occupational risk assessment and preparation of SAY-FAY (safety and health plan/file).
q. Occupational safety technician service.
r. Technical consultant service and preparation of technical reports.
s. Expert testimony, arbitration and mediation.
t. Risk assessment, monitoring, management and evaluation (natural disasters, industrial accidents etc.).
u. Design, development, installation and application of non-destructive testing methods at real scale and in real time.
v. Education – Teaching and Research.
w. Management, monitoring and evaluation of development programs and projects.
x. Preparation of sectoral and branch development studies.
y. Preparation of strategic and operational plans and programs.
z. Preparation and supervision of studies for the removal/demolition/dismantling of equipment/installations/buildings.“

In article 11 “Professional rights of the Electronic Engineer” of Presidential Decree 99/2018 (Government Gazette 187/vol.A/5-11-2018) “Regulation of the engineering profession with the determination of professional rights for each specialty” it is stated:
” 1. An Electronic Engineer is defined as the engineer who deals with solving problems related to Information and Communication Technologies (ICT) and the technological applications of Electronics.
The electronic engineer deals with the study, implementation and construction of systems for the production, transfer, distribution, storage, processing, control and use of data and information that are critical to the protection of the life, health and property of citizens, such as, indicatively and not restrictively, electronic systems of installations and applications of all kinds, information and communication systems of all kinds, hardware systems and software systems, internet systems, telecommunications and network systems and installations, and the provision of service level agreement services related to information and communication technology.
In particular, they deal with aspects of the above related to research, analysis, design, study, construction, implementation-development, operation-maintenance, management and the economics of these.
The subject area of the Electronic Engineer includes the following:
a. Analog and digital hardware systems, circuits and devices, integrated circuits (programmable and non-programmable), computer systems architecture, low-current electronic installations, microelectronics and nanotechnology, sensors, embedded systems, industrial automation, intelligent systems, automatic control, robotics.
b. Signal processing and automatic control systems: automatic and optimal control, signal processing, automation and robotics systems applications, biomedical applications and medical informatics, neural networks, fuzzy logic, quality control.
c. Telecommunications, fixed and mobile communications networks and computer networks: telecommunications, computer networks, systems, technologies and their applications, satellite and mobile communications, electromagnetic fields, electromagnetic compatibility, antennas, radio waves, radio frequencies, radio and television systems, microwaves, microwave devices and circuits, remote sensing.
d. Software and information systems: information systems of all kinds, programming, operating systems, application and system software, software engineering, data and knowledge storage and management systems, bioinformatics, geographic information systems, intelligent systems and their applications, parallel and distributed processing, embedded systems, computing systems, hardware, software, data and knowledge science and analytics, high-performance computing systems, human-machine interaction, visualization and graphics, management of information and communication systems, management and decision systems, e-governance.
e. Internet and world wide web technologies and applications: internet and world wide web technologies and applications, agreed service level network services, cloud computing systems and services, mobile computing systems, internet of things, processing, analysis and visualization of large volumes of data.
f. Security and privacy of data and systems: information, information and communication systems, network, data and knowledge security, protection of privacy and intellectual property rights.
g. Computational theory and scientific computing: algorithms and theory of computation, data structures, graph management and processing, scientific computing, numerical analysis, optimization.
2. The Electronic Engineer has the following professional rights:
a. Preparation and supervision of studies of the structure and spatial organization of communications and data networks.
b. Preparation and supervision of siting and spatial organization studies of communications and data networks.
c. Management and assessment of (installation and equipment values, vulnerability, risk).
d. Preparation of studies in installations in industries and manufacturing units. Preparation of studies of low-voltage electrical, electronic installations, network and sensor installations, optical fibers and automatic control systems in industries, manufacturing units and installations of all kinds.
e. Preparation of studies in building service network installations, in electrical networks and related installations.
f. Preparation of studies in other electrical installations. Indicatively, low-voltage electrical installations, direct current, and smart electrical grids.
g. Preparation of studies and projects of telecommunications and network systems. Indicatively included are: analog and digital telecommunications systems, satellite and mobile communications systems, fixed and mobile communications networks and computer networks, internet technologies.
h. Preparation of studies and projects for the development and installation of computer and computer network and sensor systems and applications. Indicatively included are: hardware, computer systems and equipment, computer operating and interconnection software, information systems security, computer application software, fixed and mobile communications networks and computer networks, internet technologies, world wide web services and applications, cloud computing, embedded systems and internet of things, electronic and computing systems for collecting and processing data from sensors, and integrated computing systems, an integral part of which are sensors and actuators.
i. Preparation of studies for the development and installation of information and communication technologies and their applications in various fields. Indicatively included are: data and knowledge storage, management and analysis systems, Data Centers, big data systems, information systems and decision systems, e-governance systems, human-machine interaction systems, graphics and visualization, bioinformatics, industrial automation systems and industrial informatics, medical informatics, geographic information systems, satellite and space systems and installations, intelligent transport systems, intelligent infrastructure systems, intelligent building installations.
j. Preparation of studies and projects of service level agreement (SLA) services.
k. Preparation of studies and projects for information security, security of information and communication systems, networks, data and knowledge, protection of privacy and intellectual property rights.
l. Preparation of studies and projects for the interoperability and interconnectivity of software and hardware systems.
m. Preparation of studies and certification of portability specifications of software parts on multiple platforms.
n. Automatic control and sensor systems for mechanical installations and systems. o. Formulation and analysis of user requirements, adaptation, parameterization and supervision of the operation of hardware/software systems in mechanical and electrical installations.
p. Formulation of functional specifications for the interconnection of hardware/software systems with mechanical installations and systems.
q. Emulation and simulation software of mechanical systems.
r. Definition of workflows, usage requirements and functional software specifications for integrated production, administration, business management systems and decision support systems.
s. Preparation of studies for the development and installation of electronic device systems and applications. Indicatively included are: microelectronics devices, analog and digital circuits, optoelectronics, nanotechnology, integrated hardware circuits, power electronics, sensors, electronic surveillance equipment, security and control of installations or technical works, automatic control, intelligent systems and robotics, visualization and graphics, biomedical, bioinformatics, embedded systems.
t. Preparation of studies for the development and installation of wired and wireless communication systems and applications. Indicatively include: radio frequency installations (antennas, transceivers and repeaters), radio communication and radio-electronic devices, microwave devices and circuits, biomedical devices and systems, analog and digital telecommunications systems, terrestrial, satellite, fixed and mobile communications.
u. Preparation of energy efficiency, upgrade and energy saving studies for industrial/building installations.
v. Energy audits/inspections.
w. Preparation and supervision of studies of automatic control systems and intelligent systems for energy systems and geothermal fields.
x. Intelligent transport systems.
y. Preparation of studies of satellite and space systems and installations concerning Information and Communication Technology (ICT) systems, electronic systems, Radio communications and Energy Systems.
z. Preparation of Environmental studies and Environmental Impact Assessment and Strategic Environmental Assessment studies. “
